Pay close attention to the rhetorical situation:

  • Who is the audience?
  • Who is making the film? Under what authority?
  • What are the clues given that shows WHY the short was created?
  • How does this primary source expand (or "complexify" - I know, that's probably not a word) our understanding of the reaches of FDR's New Deal?
